The JAX-WS specification says "A map of the HTTP headers for the request message. The key
is the header name. The value is a list of values for that header". It doesn't specifically
mention how it is sent at the transport level.

And also, according to RFC 2616 [1], "Multiple message-header fields with the same field-name
MAY be present in a message if and only if the entire field-value for that header field is
defined as a comma-separated list [i.e., #(values)]". So isn't it possible to use this to
support "multiple value" headers at JAX-WS level?
