The right method to generate a URN that conforms to the standards would now be UIDGenerator#generateURN
or UIDGenerator#generateURNString.

@Bastian: If you let us know in which context Axis2 generates the wrong kind of ID, then we
can fix it to use the right method. Or are you using UUIDGenerator directly from your code?
