Here's an updated patch that accepts both WSDLI namespaces on EPRs but only generates EPRs
with the new namespace.  This means we will generate EPRs compliant with the WS-Addressing
Metadata specification while still understanding EPRs generated with previous versions of
axis2.  However the wsdlLocation will be ignored on EPRs we send to previous versions of axis2
unless they are patched to accept both namespaces too.
