Why is DST_OFFSET explicitly set to 0 ?

I get a hour offset because of this. If I later set the DST_OFFSET manually everything is
fine.

So I think it must be something like:

cal.set(Calendar.DST_OFFSET, TimeZone.getDefault().getDSTSavings());
