saaj testResource has empy targetPath

In saaj's pom.xml, the targetPath that the *.properties are being copied to is empty.  This results in the build attempting to copy the file into '/'

    <targetPath></targetPath>  <!-- Not good. -->

       <include>**/*.properties</include>
    </includes>
</testResource>
