Axis2 configuration option enableMTOM does not work as expected for value "optional" in case
of AxisFault.

If axis2 contains the following statement:

    <parameter name="enableMTOM">optional</parameter>

then Axis2 is supposed to sent back any response in MTOM encoding, if the input message has
been MTOM-encoded. This works for standard output messages. However, if processing a request
finishes with an AxisFault, the fault message is always encoded as UTF-8 / XML SOAP. This
screws up error message decoding in WSE3 clients, that lack the flexibilty of decoding whatever
message arrives.
