Right now we support sessions via HTTP cookies, *but* we only look for particular cookies
(i.e. "JSESSIONID").  If we want to support this generically (so you don't have to change
configuration to talk to .NET, etc) we need an option to say "echo all cookies back".  We
want to be careful with this and perhaps only allow X bytes of cookie storage (20/30K?), but
we should be able to toss back generic cookies as any other well-behaved HTTP citizen might.
