The construct
  <data xmlns="">foo</data>
Is to make the <data> element unqualified.  Since the element above (<AcceptBase64>)
defined a default namespace, in order to remove the data element from that default namespace,
Axis emits the xmlns="".  This is perfectly legal.

See - Section 6.2 Namespace defaulting.

I don't think there is a bug here...
