try to create the configuration context from a axis2.xml engaged the addressing and with a
vaild repository 
as follows
 ConfigurationContext configurationContext =
                ConfigurationContextFactory.createConfigurationContextFromFileSystem(AXIS2_REPOSITORY,
AXIS2_CONF);

and set the action in options if it is not set. but if you generate the code for a wsdl with
the soap actions it should have 
printed the actions
