My reading of the submission spec has always been a bit different to yours, but nevertheless,
I think you have found a problem.

What the handlers are implemented to do is to equate the absence of a ReplyTo for 2004/08
to have the same effect as a ReplyTo of the None URI for 2005/08. That is why the AddressingSubmissionInHandler
does what it does.

The problem is that it appears that the transport isn't properly checking for the None URI
before sending the response. Can you tell me which transport/transport classes you're using
to I can work out where it's missing?
