Has there been any movement on this? Discussion on the axis-user list suggests that the original
cited for not attempting to fix this soon was based on a mistaken assumption -- namely, that
wsa:Action should be based on a binding rather than an abstract interface.

In any case, even just restoring the old "urn:<mangled operation name>" format would
be useful. The currently-emitted "\"\" is defeating my generated stubs and services.xml files,
requiring me to edit both by hand.
