Subject [axis2] getMyEPR() when ws-addressing headers are missing

Hi Devs,

I noticed that ServiceContext#getMyEPR() returns an incorrect EPR
value when addressing headers are missing in the request. I
experienced this with
org.apache.axis2.transport.http.SimpleHTTPServer.

For example if the service is "Foo" the getEPR().getAddress() returns
only "/axis2/services/Foo"

But when addressing headers are available it returns the correct value
( extracted from wsa:To, I guess) -
"http://localhost:8080/axis2/services/Foo"

Can we make this work even when the addressing headers are missing?
