Thanks Sam for finding this architectural problem in the JAX-WS Message subsystem!

Sam and I revisited this issue and applied a slightly different change that should cover all
cases (patch.txt).  
The outcome is that all Blocks should now have a non-null Message parent when the Block is
added to or retrieved from a Message.
