I got the same problem using Axis2, version 1.1. 
If I understood the behavior correctly, I simply reproduced this problem by implementing a
simple echo web service and running it in tomcat. The problem was that (regardless of the
scope of the service), an HTTP session was created for each web service invocation. After
a few minutes loading with (excellent) SOAPUI I always ran out of memory and I could see the
memory usage grow steadily using jconsole. Checking number of HTTP sessions in tomcat showed
that there were as many HTTP sessions as invocations made. 

This problem was then fixed in version 1.1.1 (but I have still not found information about
this specific problem being resolved in that release).
