The schema walking code is untested.  I am making a small change so that we can use both the
schema walk and annotation walk.

Here is the new getPackages method in EndpointDescriptionImpl:

        // ServiceDescription.

        if (packages == null) {

                    packages.addAll(PackageSetBuilder.getPackagesFromAnnotations(this));
                }

        return packages;
    }
