This is further information on this issue.... 
One difference I debugged is ... 

In TCP Server impl the MessageContext.Options.to value is never set. Therefore none of the
org.apache.axis2.engine.xxxDispatcher classes find the service implementation. 

Whereas in HTTP Server implementation HttpTransportUtils.processHTTPPostRequest calls MessageContext.setTo
to set it value to "/axis2/services/Axis2SampleDocLitService".
