Eran Chinthaka resolved AXIS2-1136.
-----------------------------------

    Resolution: Fixed

If this is proven to be fixed in the nighly build, there is no point in keeping this issue
open.

> If a service has a header, the body appears inside the header and the actual header does
not.
> e.g. Adding a header called SecurityHeader results in the following.
> <?xml version='1.0' encoding='UTF-8'?>
> <soapenv:Envelope xmlns:soapenv="http://schemas.xmlsoap.org/soap/envelope/">
> <soapenv:Header>
> <soapenv:Body>
> <ns1:ListData xmlns:ns1="http://tempuri.org/"/>
> </soapenv:Body>
> </soapenv:Header>
> </soapenv:Envelope>
