the semantics of this property to just indicate which addressing handler SHOULD run (based
on the addressing namespace). This will allow another handler, such as a security handler,
to be able to specify which addressing handler should be run on an inbound message. If any
handler tried to do this today, using this property, then neither of the addressing handlers
would run, due to the overloaded semantics. Patch to follow.
