This patch makes the following changes:

1) if WS_ADDRESSING_VERSION is defined it indicates which addressing handler SHOULD run (based
on the addressing namespace). If it is not defined then any addressing handler CAN run.

2) The property IS_ADDR_INFO_ALREADY_PROCESSED is now used to indicate that an addressing
handler HAS run.
