The timeout value is being used in the sendReceive method for the non-blocking case, though
I haven't looked through the logic on this completely (why is the code waiting at all, since
I thought that form of the call was not supposed to block?). For the regular blocking case
(where the calling thread sends the request to the server and waits for a response before
returning) the timeout is not currently applied. The JavaDoc of the setTimeOutInMilliSections()
method says it applies in the blocking case.

Patch now attached - Jira was giving me too busy failures earlier.
