SimpleHTTPServer adds self to ListenerManager as "started" even though it isn't
-------------------------------------------------------------------------------

         Key: AXIS2-740
         URL: http://issues.apache.org/jira/browse/AXIS2-740
     Project: Apache Axis 2.0 (Axis2)
        Type: Bug

  Components: transports
    Versions: 1.0
 Environment: Any
    Reporter: Jeff Wright

When SimpleHTTPServer adds itself to the ListenerManager, it sets the "started" parameter
to true, which is incorrect. This prevents ListenerManager.start() from starting the server,
since it thinks it has already been started - you now need to directly call start() on the
server.
