    Fix Version: 0.95
     Resolution: Fixed

There are three options
  1- you can add handles in axis2.xml
  2 - when axis2 get start up it will call "init" method of each module at that time the module
can change the handler chain as they requird
   3. At the run time (while processing the incoming message) a handler can change the handler
chain
