Fixed

Now we can use HTTPConstants.SO_TIMEOUT and HTTPConstants.CONNECTION_TIMEOUT to set the timeout
values for the CommonsHTTPTransportSender. 

For example if a client uses Call:
 call.set(HTTPConstants.CONNECTION_TIMEOUT,new Integer(120000));

These values can be set in the axis2.xml as well but if the values are set dynamically as
a property (as shown earlier) then the value defined in axis2.xml will be overridden.
