Of course, this is a classpath issue. The problem is, that I cannot change the 
C:\usr\sap\J2E\JC00\j2ee\cluster\server0\bin\ext\webservices_lib\saa-api.jar
containing the javax.xml.soap package, as that is part of the environment and loaded
by the classloader of the SAP Enterprise Portal 6.40.

How can I determine, which version of the saaj.jar is used and which version has to be used?
Is there a way to still use the older API in Axis 1.2 and stay compatible with the older saaj
version?
