I confirm this bug with Axis 1.1
Indeed, if you have a web application that has axis in WEB-INF/lib, it will
never be garbage collected when you stop it. 
This is indeed because axis puts ThreadLocalS in tomcat's threads, which
prevents the web application class loader from being garbage collected.

I can not tell right now where all these thread locals are, but I will locate
them shortly. 
Anyway, does anyone have any idea how can you reopen a bug in axis JIRA? (they
closed it!), or do I have to create a new one?
