?wsdl returns incorrect element definitions for deployed webservices by always setting element's
nillable property to "true".  There is a simple way to reproduce this bug:
 - deploy: test.wsdl.omit.Omit
 - compare Omit.wsdl with wsdl generated by ?wsdl
I attached Omit.wsdl from CVS and omit.xml which was generated by ?wsdl (http://localhost:8080/axis/services/omit?wsdl).
