Here is an overview of the issue:
        Key: AXIS-1558
Summary: When <choice minOccurs=0>, elemField.setMinOccurs(0) is not emitted
       Type: Bug

     Status: Unassigned
   Priority: Minor

    Project: Axis
             WSDL processing

   Reporter: Petru Gardea

    Created: Thu, 16 Sep 2004 10:10 AM
    Updated: Thu, 16 Sep 2004 10:10 AM
Environment: XP SP2, Sun JDK 1.4.2_04

Given the current design, I believe that for a choice with minOccurs=0, the emitted code should
always have elemField.setMinOccurs(0) for all the elements on all the possible choices. Otherwise,
as with another noted issue, "null" (i.e. xsi:nil="true") elements are created.
One way to tackle this (at least temporarily) could be to consider the nillable attribute
when processing schema for element declarations. Non-nillable elements should never be serialized
with nil, even when the serializer holds null references for "mandatory" elements (for which
elemField.setMinOccurs(0) was not called).
