The fragment that you have given in your previous comment is:
<A name="WSDL"><H2>Using WSDL with Axis</H2></A>
That won't show up as a link when displayed in a browser, becasue the <A> tag is missing
the "href" attribute. The following fragment would show up as a link, for example.
<A name="WSDL" href="#"><H2>Using WSDL with Axis</H2></A>

Note: I couldn't find the specific HTML content we are talking about in the user guide, but
i'm suggesting this based on your earlier comment.
