Do we think that the RPCParam API is public enough to be used by users?

Is it in the list of classes we promised not too muck with (do we actually
have that list? I know we wanted to have one)?

Clearly our tests use it, but what is the use case for Axis users?

That's why i am making this change now rather than later....if we get
lot of feedback from users, then we will have to back it out somehow.
