Description:
Need to provide a way to allow autogenerated wsdl to have a diffent service location to that
of the host of the machine. To allow loadbalancer / proxy to sit in front of the Axis Server.

Added a parameter to web.xml axis.serviceLocationUrl. The patched axis servlet picks this
parameter up and adds it to the message context WSDLGEN_SERV_LOC_URL property. This is picked
up downstream by providers and handlers.

Patch to 1.1 release is attched. Needs testing against the Head.
