This is not a simple topic and has taken great efforts to test as well.  

If you wish to ensure your web services will work with other implementations, I would recommend
you still with UTF-8 and UTF-16.  The WS-I Basic Profile mandates these encodings.

If you still wish to pursue the issue, I suggest you look into the UTF8Encoder and UTF16Encoder
classes in the org.apache.axis.components.encoding package.
