Axis 1.2beta seems to be ignoring my requesting sendXsiTypes="false" for an rpc/encoded service.
If I swap out the jars to use Axis1.1 it works, but the exact same configuration is sending
types in 1.2beta.

I tried to create a test for this in the Axis 1.2 sources but the complexity of the test setup
defeated me. The test encoding/ seems to test the basics of XsiType control;
maybe it's just a configuration issue?

Here's the relevant part of my server's WSDD, loaded via WEB-INF/server.wsdd. Other parts
of this file are definitely loading.
