Ok, but even with the tests commented out, I am still failing.

     [junit] Running test.encoding.PackageTests

BUILD FAILED


but you say it passes for you? What tz are you in and java version are 
you using?

I am no nearer to understand the problem. I started a bit of a cleanup 
of the code in there, but havent progressed far, and I think not knowing 
the underlying cause isnt going to get me far.
