Testing has proven to be successful using the workaround.  It has uncovered
another issue however.  

Axis defaults all numberic values to zero if not specified.  This can cause a
problem when the value is not required for the SOAP request to be valid AND when
a ZERO is NOT a valid value for the parameter.

What's a fellow to do?  Is it part of the spec to default all numeric values to
zero?
