The fix should be as simple as surrounding every string with

  <![CDATA[ ... ]]>

during the encoding. The more efficient fix is to scan the string in the encoder
for non-XML characters, and only do this if it contains any.

This is backward compatible (will be handled by older versions of servers) and safe.
