The setMessage(...) method in the Axis implementation of SOAPMessageContext 
requires a parameter of type org.apache.axis.Message.

Specifically, 

org.apache.axis.MessageContext.setMessage(javax.xml.soap.SOAPMessage message) 
casts the message parameter to an org.apache.axis.Message.

This limits Axis interoperability so that you can't use JAX-RPC classes that 
use other implementations of javax.xml.soap.Message (e.g., the Sun RI) inside 
of Axis handlers.
