Hi Tom:

I think we may want to combine the two tests at some point, but for now they
test different things.

As for 1.1 and earlier, we did not do it correctly.  Essentially we were
cheating by replacing the type QNames with "omittable" versions (i.e.
soapenc versions) which was causing encoded types to appear in literal
contexts.  Now we're keeping track of the correct QName and the omittable
status.
