Subject finalizing C++ -dev/-user list stuff

I'd like to close this off. To be sort of consistent with Xerces
and to follow the spirit of having java/, c/ etc. under ws-axis,
I suggest we create a new axis-cvs list and post all commit messages
to that list. Then we create separate axis-dev-c and axis-user-c 
lists for the C++ Axisers.

I suggest all current members of axis-dev be made members of axis-cvs
and that future members decide for themselves what they wish. This 
way the current folks see no change in behavior.

Are current AXISers ok with this? If so let's get a vote and get it
done with. If not what do you suggest doing - pls remember that we
have room for other languages in the structure (java/, c/) and that
there is precedent in a certain way.
