Agreed - actually they've done a direct WS-Addr impl on top of Axis
too (as the other version was burnt in to the RM part). I don't
think the reconcilliation to move the RM stuff to use the general
stuff has been done yet. (The problem was that the RM specs
"neglects" to refer to the WS-Addr spec .. it just uses some WS-Addr
headers ;-). As a result it was not clear that the right way to
do this is to implement Addr first and then use that.)
