doc/lit unusable for WSDL which does not follow Axis naming conventions

>From the WSDL. rpc/encoded is easy to bind to java without the WSDL if an axis
tool generated the java stubs. For doc/lit, axis must have access to the WSDL
or you have to impose conventions on the WSDL author. Since this bug aims to
remove the latter, you must do the former.

I think going forward that Axis needs to mandate that all web services have a
valid, disgestable WSDL available to Axis at runtime. Generating WSDL based on
the java code is not good enough for doc/lit because there is simply not enough
metadata about the code to determine some of the more advanced features in
doc/lit WSDL (e.g. maxOccurs, attachment bindings, etc).

Yeah this is a big change and I'd be happy to discuss the merits on axis-dev if
you want.
