I think this is ok for now, but we *really* should move wsdl2java
to a new place maybe under ws-commons. Say "wsdl2<whatever>" common
stuff and then wsdl2<xyz> within each consumer. Otherwise right
now the c build will require an axis build when it only really
needs the stub/skel-gen framework.

Are any of the wsdl2java pioneers still around? If not maybe Srinath
and Susantha (main drivers of wsdl2<*> for the c++ work) can take
a lead in restructuring around a commons project + specializations.
(Assuming we vote to do it, of course.)
