Hi,
 The  WSDL according to me is valid , The WSDL specs do not say anything about 
having the  header part in the same input or output message ,
 Also notice that 'soap:header' in Binding Operations has as attributes, 
message and part both as shown below .
 
 <soap:header message="wsdlns:RequestHeaderMsg"                    
part="HeaderUserInfo" use="literal"> 
The message over here can be the same as input or a different message.


Moreover the same WSDL works properly using  Sun's JWSDP 1.2 .
