This fix creates invalid SOAP in the case of rpc/literal, according to Basic
Profile 1.0.  Specifically this is exactly what BP1.0 mandates in the case of
rpc/lit (I confirmed this with Chris Ferris, the BP1.0 lead):

  <HelloResponse xmlns="http://service-impl">
   <HelloReturn xmlns="">Hello, Brian</HelloReturn>
  </HelloResponse>
</soapenv:Body>

The empty namespace should be there to handle R2735 (so it doesn't inherit the
namespace of the parent element).
