This is good for security reasons. Two things

1. can we have changes in diff -u format. Its easier to see what has changed,
and easy to merge that way?

2. Although some existing options do it, I'd like for all future servlet options
to be off the Axis server configuration, not servlet options. Its confusing
having two places for options

3. Updates to reference.html and the security.html docs would also be nice,
since users need to know of the change.
