did you see the bit in the validate page where it says "axis will not work".
Axis wont work because it is not happy. Until the validation page is happy, dont
worry about any other errors.


Step 1. Upgrade from tomcat 4.04 to a more modern version, like 4.24. 4.04 is
not 'latest stable', not by any conventional interpretation of the word latest. 

Step 2. install axis onto the new version of tomcat

step 3. run happyaxis.jsp, if it is happy, continue. If it is not happy, it is a
configuration problem you should take to the axis-user mail list.

If the validation page is failing, then you can be sure that Axis is not going
to work. 

This is not a bug in axis. It is a configuration problem, perhaps brought on by
using a version of tomcat that is probably over a year old. We dont test on that
version of tomcat, and for security reasons do not encourage its use.
