the soapbuilders discussion on this topic brought up the fact that WS-Routing
returns 204 when something is taken off to be routed, so 204 is a perfectly
legit thing to send around, and thus the WS-I basic spec is simply, incorrect. 

We can stick with 204, but we do then need to handle 202 & 204 client side.
