Rick,

No. I don't think this is a big change. This changes WSDL2Java to generate "correct" code.
Before
the fix, the W2J generated client was expecting SOAP-ENC:boolean, EVEN though the WSDL specified
XSD:boolean. There is NO change to runtime code.
