New information from the Axis team:
See http://cvs.apache.org/viewcvs.cgi/xml-axis/java/src/javax/xml/transform/ we 
have a set of sources for the transform part of the JAXP API and that's how we 
are able to compile code in  JDK13 without needing Xalan. Your change will 
force us to use xalan jar in JDK13 as the identity transform will not work 
without the engine.

My response:
OK, it is probably too late for Xalan, so then the two observed shortcomings 
(must have input stream and atomic non-blocking IO assumed) should be 
documented in a known problems list.
