odd behavior with off-case JWS files

a JWS page with the case right works: http://ranier:8080/axis/EchoHeaders.jws?wsdl

but a JWS page with the case wrong :
http://localhost:8080/axis/echoheaders.jws?wsdl

returns an empty 200 response. Not a 404, not the JWS page, something in between.

Maybe something is doing a case insentivite comparison, when the core JWS engine
is case sensitive.
