There is some checked in stuff in test/ for an 'echoer' of SOAP messages;
the offline stuff I was doing is to have an offline mode for running the
functional tests that just skips all tests that need remote servers. And I
havent checked that in because ant runs out of memory in the process. Not
really Axis' fault, though foreach may have something to do with in.

I have also the unfinished/uncomitted code to deploy .aspx and .asmx files
to a local iis server, against which we can run tests. this would also do
what you want, but not get tested in the gump.
